
Overview
High Fidelity Wraparound is team-based, personalized support for young people and their families who are experiencing complex challenges that put them at risk of out-of-home care or placement disruption. Wraparound brings together a team of family members, professionals, and community support services to create a strengths-based, coordinated plan that prioritizes the family’s voice and choice. The goal of Wraparound services is to strengthen a family’s ability to effectively manage challenges themselves, improving long-term stability well after services end.
Approach
Seneca has been at the forefront of Wraparound services in California since 1997, cosponsoring SB 163 — which brought Wraparound to California — and launching one of the state’s first Wraparound programs that same year.
Today, Seneca delivers Wraparound services for more than 1,000 families, children, and youth annually across 12 counties in California and two in Washington. These partnerships include Wraparound for Medicaid beneficiaries and a robust partnership with Kaiser Permanente, providing Wraparound services for Kaiser beneficiaries. In Washington, Wraparound is known as Wraparound with Intensive Services (WISe).
Seneca’s Wraparound model is grounded in the 10 principles of the National Wraparound Initiative, ensuring that services are consistent and adhere to high-fidelity processes that promote reliably positive outcomes. Seneca’s approach to Wraparound services is unique in our unconditional, “whatever it takes” approach to service delivery. This means we are committed to helping youth and families at the times and places that work best for them, through 24/7 crisis response, flexible service hours (including nights and weekends), and providing support in the community and family homes.

For most Seneca Wraparound programs, referrals come from a county social services or behavioral health agency.

Families who are eligible for Adoption Assistance Program (AAP) Wraparound may self-refer.

For Seneca’s Wraparound with Intensive Services (WISe) in Washington, referrals may come from any source.

Referrals for Seneca’s Orange County Wraparound program come from the school district.

Youth with insurance through Kaiser Permanente are referred to Seneca Wraparound through Kaiser.
