High Fidelity Wraparound at Seneca

History: Seneca Family of Agencies has been at the forefront of Wraparound service provision in California since 1997, co-sponsoring SB 163—which brought Wraparound to California—and launched one of the state’s first Wraparound programs that same year. Wraparound is a team-based, individualized planning process designed to support young people and their families who are experiencing complex challenges that put them at risk of out-of-home care or placement disruption. Wraparound brings together a team of family members, professionals, and community supports to create a strengths-based, coordinated plan that prioritizes the family’s voice and choice. The goal of Wraparound is to strengthen a family’s ability to manage challenges effectively themselves, improving long-term stability long after services end.

Programs: Seneca has experience implementing Wraparound for over 1,000 children, youth, and families annually across 12 counties in California and two counties in Washington. These partnerships include Wraparound for Medicaid beneficiaries and a robust partnership with Kaiser Permanente providing Wraparound services for Kaiser beneficiaries.

Seneca’s Wraparound model is grounded in the ten principles of the National Wraparound Initiative and the goals of the California Core Practice Model, ensuring that services are consistent and adhere to high-fidelity processes that promote reliably positive outcomes. Seneca’s approach to Wraparound is unique in our “whatever it takes” unconditional approach to service delivery. This means we are committed to supporting youth and families at the times and places that work best for them, including 24/7 crisis response, flexible service hours (including nights and weekends), and providing services in the community and family homes.

Impact: Seneca’s Wraparound services have consistently proven to help families stabilize and prepare for the future. In fiscal year 2024, 83% of discharging Wraparound clients fully or partially met their treatment goals, and 83% were prevented from requiring a higher level of service. Over the past 10 years, enrolled youth saw a 63% reduction in substance use and a 61% reduction in delinquent behaviors, while 90% of youth had no substantiated child welfare allegations in the year following Wraparound services. Seneca’s Wraparound services are driven by the Unconditional Care® treatment model, which weaves together relational, behavioral and ecological assessment and intervention to produce positive and sustainable treatment outcomes for families.

Statewide Leadership: Since helping introduce Wraparound in California, Seneca has continued to be a leader in the development and refinement of Wraparound across the state, influencing evolving standards through our participation on the California Wraparound Advisory Committee and the California Wraparound Steering Committee. Since 2010, we have trained hundreds of other providers with our CDSS-approved Wraparound curriculum. Most recently, Seneca has actively been involved in the State’s development of High-Fidelity Wraparound standards and established a Wraparound Fidelity Director to support Seneca’s delivery of High-Fidelity Wraparound in all regions.
